Procurement & Operating Cost Database

(Revised October 2024)

This page is intended to gather historical procurement and O&M (Operations & Maintenance) costs; so that one can "rule of thumb" estimate the costs of a future weapons system program; or to cost out different assumptions for force structures.

Missile Defense Agency P-1 Costs for TPY-2, THAAD and SM-3 - This page gathers together costs gathered from the annual "P-1s" released by DOD as part of the DOD budgeting process; focusing on the Missile Defense Agency, which runs ABM procurement for DOD.

U.S. Naval Surface Combatant Procurement Cost Per Ton

NOTE: This was inspired by Eric J. Labs’ testimony before the Subcommittee on Seapower and Expeditionary Forces, U.S. House of Representatives, 31 July 2008 (http://www.cbo.gov/publication/20065). Light Ship Displacement is from the official USN Naval Vessels Register at (https://www.nvr.navy.mil/)..

Zumwalt's cost is about $9,450.8M for two ships (FY07-08) and $4342.4M for one ship (FY09-10) per Navy DDG-51 and DDG-1000 Destroyer Programs: Background and Issues for Congress.

DDG-1000 Design Goal for “Underway” Hours (Link to FAS)

For a year of ship operation, 3,274 hours are steaming hours underway and 1,886 hours are steaming hours in port, the remaining hours are hours in port in which "hotel" services are provided.”

Since there are 8,765 hours in one year, this design goal breaks down as:

37% Underway
21% In Port (Ships' Internal Power)
41% In Port (Hotel Power Provided)

NOTE: Costs do not include nuclear fuel. Nuclear fuel costs were removed to make the nuclear carrier investment costs comparable to the conventional carrier costs. Initial nuclear fueling costs of $291 million were excluded from the ship procurement cost, and nuclear fuel costs of $238 million were excluded from the nuclear refueling complex overhaul cost. The service life added after the midlife modernization is dependent on the carrier’s tempo of operations (i.e., the rate of fuel depletion).

[*] NOTE: In 1991, they put $34M of 16-inch ammo costs onto BB-61 O&M costs. Supposedly this was done as a hedge against future unknown costs. With the ammo costs included, the BB-61 cost is $112.2M. Per the author, the only munitions costs that appear to be included for all the other ships are training munitions and munitions handling.

TRIAD OPERATING COSTS

Senator Warner. Traditionally the ICBM leg has been the least costly leg of the strategic triad because of its low operating cost. Could you describe the operating costs for each of the systems currently in the triad and compare those with the costs anticipated for the Ohio class submarines, the MX missile system and the ALCM B-52 bomber force?

Dr. Zeiberg. The comparison of these operating costs is shown below. The figures include military personnel costs, phaseout of older B-52s, and incorporation of lower maintenance B-52 avionics.
